Comrade Domingo Michael Adeleke, an Auditor with the Lagos State House of Assembly Service Commission and Chairman of the Lagos State Joint Negotiating Council (JNC), passed away while attending the 114th Session of the International Labour Organisation (ILO) Conference in Geneva, Switzerland. He reportedly died on Tuesday in a hospital following a brief illness. Miss Esther Adetimehin also passed away shortly after giving birth to a set of twins(a girl and a boy). She was a staff member in the Administration and Human Resources Directorate of the Lagos State House of Assembly Service Commission, she was relatively new to the Service and was widely regarded as a promising officer with bright prospects before the unfortunate incident occurred. While praying for the peaceful repose of the souls of the deceased, the Speaker directed the Clerk of the House to formally convey its condolences to the bereaved families through letters of condolence. He reaffirmed the Assembly’s support for the families during this difficult period and urging them to take solace in the impactful lives and enduring legacies left behind by their loved ones. This emanated following the report presented by the Chairman of the Committee, Hon. Oladipupo Ajomale, who stated that the Committee embarked on an oversight function to the contentious land with representatives of the Office of the State Surveyor General, Land Bureau and New Towns Development Authority.
During the oversight, the Committee observed that visible portions of 20 hectares had been allocated as the presence of Smartcity Company and Efficacy Construction Company and there were evidence of on-going construction on some portions of the land purportedly sold by some members of the family.
It is evident that Oteshade Royal Family is the ancestral owner of the parcel of Land in question and shared boundary with Otebiya Family as confirmed by the Baale of the community and there is a valid MoU duly signed by both parties and certain amount of money was paid in recognition of the family as the ancestral owners of the property.
He further explained that there is an official access route for all the land owners in the community aside the contentious sand filled route.
The Committee recommends that Land Bureau, New Towns Development Authority (NTDA) and other concerned agencies should desist forthwith from allocating Land that had already been excised or committed to other individuals or companies to forestall avoidable embarrassment which could put the State in disrepute.
Thereafter, The Speaker, Rt. Hon. Mudashiru Ajayi Obasa who presided over the Plenary Session with his members adopted the recommendations of the Committee as the resolutions of the House.

Obasa gave the assurance while addressing members of the Nigerian Union of Teachers(NUT), Lagos State Wing, who staged a peaceful protest at the Lagos State House of Assembly to condemn the abduction of teachers and students.
Leading the protest, the Chairman of the Nigerian Union of Teachers, Lagos State Chapter, Comrade Hassan Akintoye, expressed deep concern over the recurring incidents of kidnappings targeting schools across the country.
He stated that these unfortunate incidents began with the abduction of the Chibok schoolgirls in 2014, many of whom are yet to be reunited with their families; referencing the Dapchi schoolgirls abduction, the trauma of which continues to linger. In addition, the recent kidnapping of teachers and students in Oyo State, which resulted in the beheading of a teacher and the brutal treatment of several students, has further heightened fears among educators nationwide.
The NUT Chairman called on governments at all levels to as a matter of urgency, secure the release of those kidnapped and as well, take decisive actions to guarantee the safety and security of teachers and students in schools across the federation. “Schools must remain centres of learning and not theatres of violence and criminality,” he added. Responding to the protesters, Speaker Obasa expressed sympathy with teachers and families affected by the unfortunate incidents, assuring them that the government shares in their pain and concerns.
“We feel the pains of our teachers and we sympathise with them. We are indeed in this together and we will not fold our arms. We are all stakeholders in this situation and must collectively seek solutions that will bring lasting peace and security to our schools and communities.”

This bill aims at providing a unified legal framework for the collection of taxes and levies by the State government and Local government councils across the State.
Giving his welcome address, the Chairman, Committee on Finance, Hon. Obafemi Saheed, stated that the bill proposes the harmonization of several taxes and levies into clearly defined categories in order to simplify collection processes and improve efficiency in revenue administration.
He explained that the proposed Law prohibits illegal roadblocks and unauthorized revenue collections while promoting electronic payment systems to enhance accountability, transparency and operational efficiency in the state’s tax administration framework. He encouraged stakeholders to contribute immensely to the proposed legislation.
Giving the Keynote address on behalf of the Speaker, Rt. Hon. (Dr.) Mudashiru Ajayi Obasa, the Deputy Speaker of the House, Hon. Stakeholders at the public hearing were given the opportunity to make contributions and recommendations on the proposed legislation.
Contributing, the Commissioner for Finance, Hon. Abayomi Oluyomi stated that administration of taxes has been consolidated where people can pay their taxes voluntarily and as well, hold the government accountable for their taxes.
Giving its total support to the bill, the President of the Chartered Institute of Taxation of Nigeria, Mr. Innocent Ohagwa, ably represented by the Deputy Vice President of the Institute, Dr. Titilayo Enitan Fowokan, stated that the Institute is the foremost professional body that regulates the prices of taxation in Nigeria and, as such, the usage of this modern technology will improve the efficiency and transparency of tax collection.
Other stakeholders at the public hearing, including representatives of government agencies, the organized private sector, professional bodies, market associations and members of the public, were also given the opportunity to make contributions and recommendations on the proposed legislation.
Responding to the observations raised by the stakeholders, Hon. Meranda assured them that their inputs would be added to the final copy of the Bill.
She further stated that public who wish to submit their memoranda on the Bill can send a soft copy to the Committee by email financecommittee@lagoshouseofassembly.gov.ng or forward a hard copy to the Office of the Clerk of the House till Friday, 15th May 2026.

The report, presented by the Chairman, House Committee on Rules and Business, Hon. Adams Noheem revealed that six villages—Orile Orudu, Orile Agbaje, Ogunfayo, Olumakun, Odukoya and Oju-Oto—had been granted excision approval since 2014. However, the process of obtaining Certificates of Occupancy (C of O) and gazette was stalled due to the inability of the community to produce a required layout plan at the time.
The Committee’s findings further indicated that the land has since been substantially developed to about 90 percent, while survey plans submitted were confirmed to be authentic. It was also established that out of the total 90 hectares of land, 75 hectares had earlier been granted excision, with the remaining 15 hectares, belonging to Anishere and Olumakun villages, pending regularization.
To resolve the long-standing issues, the Ministry of Physical Planning and Urban Development had provided a Development Plan and Guide to facilitate proper structuring and completion of the excision process.
Consequently, the House adopted the Committee’s recommendations directing the Lands Bureau, Office of the State Surveyor-General and the New Towns Development Authority to, within one month, process and issue Certificates of Occupancy and ensure the gazette of the 75 hectares covering the six villages in Eputu Community.
The House also mandated that the outstanding 15 hectares be regularized accordingly, while all official documents relating to the entire 90 hectares be titled in favor of the Ogunfayo Royal Family, in line with the approved layout and development framework.
Thereafter the House adopted the Committee’s recommendations as the resolutions of the House.

This emanated following the second reading of the Bill by the Chairman, Committee on Finance, Hon. Obafemi Saheed, stating the urgent need for State and Local Government to coordinate a clear tax regulations and practices.
Leading the debate, Hon. Tobun Abiodun described the bill as a critical reform that would eliminate the challenge of multiple taxation in Lagos State. He further explained that the bill would foster collaboration between the State and Local Governments through structured engagement to determine tax jurisdictions, while also addressing illegal roadblocks and encouraging the deployment of modern technology for tax collection.
Commending the importance of the bill, Hon. Gbolahan Yishawu noted that the bill would abolish cash-based tax collection, thereby enhancing transparency and accountability, while also prescribing penalties for defaulters to strengthen compliance.
Hon. Surajudeen Tijani in his submission, noted that the bill would regulate revenue collection processes and curb the activities of unauthorized individuals involved in tax collection.
While Hon. Solomon Bonu emphasized the need for proper public sensitization, urging relevant government agencies to ensure that residents are adequately informed about the provisions and benefits of the bill.
Giving his remarks, the Speaker, Rt. Hon. Mudashiru Obasa, who presided over the Plenary reiterated that the bill is in the interest of Lagosians as it promotes a fair and equitable tax system anchored on the principle of progressive taxation. He urged lawmakers to return to their constituencies to sensitize their constituents.
“There is a need for continuous sensitization of the people to ensure they are well informed about the nitty-gritty of this bill,” the Speaker stated.
He thereafter directed the Committee on Finance to report its findings in two weeks.

The lawmakers noted that the President has initiated several landmark infrastructural projects, including the Lagos-Calabar Coastal Road and the Sokoto–Badagry Super Highway, alongside other major road constructions nationwide.
They also commended key reforms such as the Nigerian Education Loan Fund (NELFUND), the removal of fuel subsidy which has improved Nigeria’s economy and Revenue generation has increased significantly from Millions to Billions of Naira and as well ongoing tax harmonization efforts.
Noting that alternative funds have been created to support sectors, improved foreign exchange transparency which has boost economic confidence and efforts are made to reduce reliance on imports and improve on local production.
Speaking in support of the motion, the Speaker, Rt. Hon. (Dr.) Mudashiru Ajayi Obasa emphasizes the importance of supporting the President to complete his initiatives while acknowledging the role of media in promoting Nigeria’s advancements.
The Speaker appreciate the Presidents’ efforts in improving Nigeria’s International standing and further calls for unity and support in ensuring the President is reelected for the second term.

The motion was moved by Hon. Oladipo Ajomale, representing Oshodi-Isolo Constituency II, during plenary presided over by the Speaker, Rt Hon. Mudashiru Obasa, on Tuesday, April 28.
After Hon. Ajomale’s motion, the legislators, one after the other, rose to trumpet the significant strides made under Tinubu’s leadership. They pointed to the removal of fuel subsidy, a bold reform that has saved the nation trillions of naira annually and redirected funds into infrastructure and social welfare. They also commended the unification of exchange rates, which has boosted transparency and attracted foreign investment inflows, stabilising the economy and restoring investor confidence.
The lawmakers praised the establishment of the Nigerian Education Loan Fund (NELFUND), which has expanded access to higher education for millions of Nigerian youths. They noted that this initiative has provided unprecedented opportunities for students from disadvantaged backgrounds to pursue their academic dreams without financial barriers.
Infrastructure development was also a major talking point. Other confirmations included Mr. Olaosebikan Ebenezer, former Deputy Director, Legislative, as Deputy Clerk; Mrs. Latifat Ogbara as substantive Chairman of the Lagos State House of Assembly Service Commission (LAHASCOM), Mr. Remi Bello as Commissioner in LAHASCOM, and Mrs Adeola Victoria Modupe as Secretary to the Commission. Hon. (Dr.) Mudashiru Ajayi Obasa, has been appointed to serve as a Sub-National Representative in the Commonwealth Parliamentary Association African Executive Committee.
The letter which was sent by the Africa CPA region was read on the floor by the Clerk of the House, Barr. Olalekan Onafeko, stating the formal notification of the Speaker’s appointment to serve for a period of three years from 2026 to 2029.
As stipulated in the letter, “The Speaker will commence his tenure by participating in the 90th Executive Committee scheduled to take place in Swakopmund, Namibia”.
The Commonwealth Parliamentary Association African Region is known for promoting and protecting the interests and perspectives of African parliaments within the Commonwealth.
The Association also advocates gender equality, women’s empowerment, respect for human rights, freedom, democracy, and good governance across member countries.
Lawmakers took turns to congratulate the Speaker for being a devoted parliamentarian, acknowledging his consistent efforts to be a shining light, whose hard work is not just making Lagos proud , but the country at large.
In his remark, Speaker Obasa appreciated his colleagues and urged the members to put the House of Assembly first and as well , not to relent on their efforts in moving the legislature forward.
He thereafter directed the Clerk of the House to send an appreciation letter to the Commonwealth Parliamentary Association Africa Region for the honor bestowed on him.
