The duties\/functions and responsibilities of the Clerk include the following:<\/strong><\/p>(i) Attending plenary sessions take first, second and third readings of bills and whatever else is required to be read from the Table, especially letters from the Governor or any other communications.<\/p>
(ii) Signing all Resolutions of the House including Votes and Proceeding.<\/p>
(iii) Coordinating the preparation of order paper and votes and proceeding giving due notice to Members of the Sittings of the House.<\/p>
(iv) Keeping in safe custody all Votes and proceeding, Bills and other documents laid before the House.<\/p>
(v) Coordinating the circulation of order paper,votes and proceeding, reports and other documents to Hon. Members at plenary session.<\/p>
(vi) Coordinating legislative activities of the House, and other Directorates, forwarding passed bills to the Governor of the State for his assent and ordering the printing of the laws.<\/p>
Other duties of the Clerk includes:<\/strong><\/p>(i) The Clerk advises the Speaker and Hon. Members on the interpretation of parliamentary rules, precedents and practices. The Clerk is at the service of all Members, regardless of party affiliation and acts with impartiality and discretion.<\/p>
(ii) The Clerk of the House is responsible for maintaining and keeping the authentic records of proceedings of the House including hazards and signs or endorses all official communications of the House. He is also responsible for preparing the Bills passed and endorsing original copies of laws passed by the House<\/p>
(iii) It is the duty of the Clerk to see that new Members are properly inducted into the practices and procedures of the House.<\/p>

Mrs. Adenike Abolanle Oshinowo<\/strong> is a distinguished legal practitioner, seasoned legislative draftsman, and accomplished public administrator with over two decades of meritorious service in the Lagos State Public Service. Renowned for her depth of expertise in legislative processes and governance, she currently serves as the Clerk of the Lagos State House of Assembly, having been appointed to the position on April 28, 2026.<\/p>Born on August 13, 1968, in Lagos State, Mrs. Oshinowo<\/strong> has consistently demonstrated intellectual excellence and a strong commitment to promoting corporate integrity and good governance throughout her career.<\/p>She holds a Master of Laws (LL.M) in Legislative Drafting from the Nigerian Institute of Advanced Legal Studies, University of Lagos Campus (2002\u20132003). She obtained her Bachelor of Laws (LL.B) degree from Lagos State University, Ojo, Lagos (1987\u20131992), and was called to the Nigerian Bar after completing her training at the Nigerian Law School in 1995. Her foundational education was at Eko Girls\u2019 High School and Anglican Girls Primary School, Lagos.<\/p>
Mrs. Oshinowo<\/strong> began her legal career in private practice, working with reputable law firms including Abudu Akinyemi and Ogunde &Co. and Wole Smith & Co., before joining the Lagos State Civil Service in 1997 as a Legal Draftsman. Her early exposure to legal drafting and prosecution laid a solid foundation for her later specialization in legislative drafting and parliamentary administration.<\/p>Her career within the Lagos State Public Service has been marked by steady progression through critical legal and administrative roles. Between 1999 and 2006, she served in the Lagos State House of Assembly, rising through the ranks from State Counsel to Principal State Counsel. She later served in the Department of Public Prosecutions and the Directorate of Advisory Services in the Ministry of Justice, further broadening her expertise in criminal justice administration and legal advisory.<\/p>
In 2008, she returned to the Lagos State House of Assembly, where she became a key figure in the Legislative Drafting and Legal Services Department. Her exceptional performance earned her successive promotions to Chief State Counsel (2010), Assistant Director (2013), Deputy Director (2017), and Deputy Clerk (2021), before her elevation to Clerk in 2026.<\/p>
Mrs. Oshinowo<\/strong> is widely respected for her proficiency in legislative drafting, policy formulation, and institutional governance. She has contributed significantly to the development of laws and legislative frameworks that support effective governance in Lagos State.<\/p>A committed professional, she is a member of several prestigious bodies, including the Nigerian Bar Association, International Bar Association, African Bar Association, and the Institute of Chartered Secretaries and Administrators of Nigeria.<\/p>
Her continuous professional development is reflected in her participation in numerous local and international conferences and training programmes across Africa, Europe, Australia, and North America, including executive education at the University of Cambridge. These engagements have strengthened her leadership capacity and global perspective on legislative practice and public sector management.<\/p>
In recognition of her dedication and contributions, she has received several honours, including the Long Service Award from the Lagos State House of Assembly (2015) and an Honorary Citizenship Award from the City of Austin, Texas, USA (2012).
